Life saving rules

At Stora Enso, we deeply care about the well-being of our employees and contractors, aiming to keep everybody safe, every day. To ensure everyone’s safety, we have established Stora Enso safety principles and life-saving rules.

Our industry involves risks that can lead to severe, even fatal, accidents. We expect everyone to understand the risks involved in their work and to follow the rules and behaviors critical to everyone’s safety.

Workforce reporting and Contractors' Obligation and Liability

Company check and reporting

The supplier's and the supplier's subcontractors' ability to take care of their contractor's liability is checked in connection with the contract by providing the contractor liability documents to Stora Enso. Reporting is done electronically.

  • The company will be given reporting passwords inconnection with the contract.
  • Report your company and subcontractor at the following address: www.zeroni.fi

A workforce report that includes the required documents must be made for every person. Remember all the required attachments.

Workforce reports must be made_

  • Finnish citizens 7 days before the work starts
  • Foreign citizens 14 days before the work starts
  • The right to use a vehicle in the area is applied for in connection with the employment notification. The vehicle must display the contact information of the driver of the vehicle. You can get a blank form from the gate if necessary. 

The company must be prepared to report on the workforce it uses:

Finnish workforce

  1. First and last name, tax number, date of birth/personal identity code, telephone number, contact person, nationality, type of employment relationship, subcontractor chain, company and company's contact person
  2. Copy of ID card that complies with the requirements of construction sites (photo, name, tax number, name of company paying wages, business ID)

Foreign workforce

  1. First and last name, tax number, date of birth/personal identity code, telephone number, contact person, nationality, type of employment relationship, subcontractor chain, company and company's contact person.
  2. Address in home country.
  3. EU and EEC nationals:
  • Copy of passport or other travel document
  • Proof of pension and accident insurance (A1/E101)or proof of accident insurance taken out in Finland.
  • Copy of ID card that complies with the requirements of construction sites

4. Other than EU and EEC nationals:

  • Copy of passport or other travel document
  • Proof of pension and accident insurance (A1/E101) or proof of accident insurance taken out in Finland
  • Copy of work permit/visa

  1. Worker's contact person in Finland and contact details

Access card

  1. Each employee must pick up the access card in person. The access card can be picked up from Nuottasaarentie 17 (pulp mill gate).
  2. When picking up an access card, you must present your identity card and the company's identity card.
  3. N.B! Persons with a long-term access permit must have a construction site permit in Zeroni for all the construction sites where they work.
  4. A fee of EUR 200 will be charged for an unreturned access cards from a company that has a direct contractual relationship with Stora Enso Oulu Oy.

 

Qualifications

Basic Qualifications

  1. A valid occupational safety card (managed by TTK, Swedish SSG Entre, SSG Contractor Safety Finland safety training according to standard PSK 6803).
  2. Stora Enso's general safety induction (valid for 1 year).
  3. Local safety induction for Oulu Mill (valid for 1 year).
  4. Photo ID card with a Finnish tax number.
  5. Hot work card valid for hot work workers and guards (a hot work card or certificate administered by SPEK and issued in other EU and Nordic countries that meets the requirements of the SFS 5900 and SFS 5991 standards.)
  6. External suppliers who visit electrical premises complete electrical space safety training (SFS 6002) every 2 years.
  7. A written operating permit from the employer and the owner of the equipment to use the personnel lifts, forklifts, overhead cranes and securing the load.
  8. Residence permit entitling non-EU workers to work.
  9. Other qualifications that require the position, e.g. Construction site safety induction for project or shutdown sites.

Work permits at the factory

  1. A work permit must be obtained for each job before the start of the work.
  2. The permit can be obtained from separately specified locations, and you can get information about the pick-up location from the person who ordered the work.

 

Moving in the area

Parking areas of the Board and Pulp Mill

Parking areas are located outside the mill fence. Areas P1 and P2 are reserved for operators working in the mill area, while P3 and P4 are for visitors and contractors. Vans and cars with trailers must use area P3. The areas are marked with signs.

Instructions for pedestrians and cyclists

  • Always wear reflective clothing (ISO 20471 2 p.) in the outdoor areas and keep your photo ID card visible at all times.
  • Always wear a bicycle helmet or a safety helmet with a multi-point chin strap when cycling. Use a light light at the front and a red light at the rear in low light and in the dark.
  • From 1 November to 31 March or if the weather conditions so require, wear studded safety shoes or anti-slip devices and make sure that the bike has a studded tyre at least on the front.

Instructions fordriving in the mill site

  • Ask for a driving permit only if you really need it. The driving permit is applied at the same time when you apply for work permit in Zeroni.
  • Mopeds, motorcycles, electric scooters or segways are not allowed in the mill site.
  • The general speed limit is 30 km/h. Lower speed limits may apply. 
  • General traffic rules apply. The vehicle may only be parked in marked parking spaces. Do not park on walkways or in front of doors. Cars parked must have the contact information of the driver on the windscreen.
  • Charging contractors' vehicles is prohibited.
  • Some of the pipe bridges in the mill area are lower than 4.4 m. Make sure your vehicle is not too high to go under the factory pipe bridges.
  • Stora Enso is not responsible for any damage to vehicles in the area.

Safety targets and expectations

Safety goals

  • Our goal is zero accidents in everything we do.
  • We encourage everyone to do safety observations. We recommend to use AA Smart system for your safety observations.

We expect you to

  • deliver your company's HSE plan for the each shutdown or investment assignment 7 days prior starting the work.
  • Stora Enso (or its subsidiary) has given you a work permit for each job.
  • make a written risk assessment for a job before the work begins. We recommend digital risk assessment in AA Smart, but risk assessment on paper is also allowed. You must have it with you when the you are working at the mill.
  • join actively in safety walks.
  • not to smoke or use snuff in the mill area. There are designated smoking areas outside the mill site.

Failure to follow safety rules results in removal of access to the mill site. Serious failure to follow safety rules results in removal of the person from the mill site immediately.

Personal protective equipment

Always when working at the mill:

  • helmet with 3/4 point chinstrap. Chinstrap must be closed.
  • protective goggles (sealed model if required).
  • protective gloves if work them requires.
  • hearing protection.
  • protective footwear (ankle support model, at least EN ISO 20345 protection class S3 (antistatic or ESD).
  • studded safety shoes or antislip devices in outdoor areas annually 1.11.-31.3., or if the weather so requires.
  • high visibility clothing EN 20471-2 outdoors and in production areas. 
  • long-sleeved work clothing. The protective clothing must be worn in such a way that the clothing covers the upper and lower body, neck, arms and legs.
  • Other protective clothing according to the situation.
  • ID card with photo always visible.

When handling chemicals, chemical pipelines and chemical equipment, a full protective mask must be worn and the instructions of the safety data sheet must be adhered to. This is required also when unloading or loading vehicles. 

  • Equipment containing a non-hazardous chemical such as water, pulp or a non-hazardous chemical; protective goggles and full visor

When handling hazardous chemicals and equipment containing them;

  • tight-fitting safety goggles and full-face visor OR visor+helmet-mask combination (face shield)
  • Check protection requirements in the material's safety data sheet

Tight-fitting goggles for work involving spark and splinter hazards such as tool grinding (spot cutting, drilling and dusty areas) and dusty objects (e.g. wood dust, wood chips, metal dust, rust dust, rust dust, concrete dust).

Face protection (full face shield) must be worn for work involving hot (> 60°C) or pressurised air, liquid, gas or steam.

In areas at risk of Legionella, at least an FFP3 respirator must be used if the work is short-term. For work lasting more than 60 minutes, a motor mask with a P3 filter must be worn and the filter must be changed after each use.

Welding helmet to be worn when welding. In addition, always wear a respirator with a fresh air filter when welding alloyed metals (such as stainless steel).

A multi-gas meter is recommended in the pulp mill area. The use of a multi-gas meter in other areas of mill site is based on a risk and hazard assessment.

Hazardous chemicals in the mill area

Several hazardous chemicals are in use in mill site, such as

  • Hydrogen
  • Hydrogen sulphide
  • Hydrogen peroxide
  • Tall oil
  • Turpentine
  • White, Green and Black Liquor

Other hazardous chemicals are also used in the Chemical Plants in the Nuottasaari area.

Lifting and tools

A lifting plan must be drawn up in advance for all lifting work. The management of a company that uses a personal lift and/or cranes grants its employees written permission to use the lifts.

Passenger lifts

  • Safety harnesses (ie. lift protection) must always be worn on personnel hoists and whenever there is a risk of falling, Safety harnesses must be attached to prevent falling.

Other cranes and lifting operations

  • Written lifting plans must be drawn up in advance for special lifting operations.
  • Mobile cranes must have written commissioning inspections.
  • Stora Enso cranes may not be used without permission from production staff. Any person using Stora Enso cranes must have completed proven training in the use of cranes and must be familiarised by Stora Enso with the use of the crane in question. The partner must carry out a written risk assessment prior to the lifting work.
  • The condition of the lifting equipment must be closely monitored and inspected regularly. Damaged lifting equipment must not be used.

Scaffolding

Each contractor is responsible for the ladders and working platforms they use, which must comply with the SFS-EN 131 standard.

Scaffolding

  • Scaffolding must comply with the requirements of the Construction Work Safety Act 205/2009 (Chapter 11, Section 64 and Chapter 12, Section 67).
  • Scaffolding must always be inspected before commissioning and weekly.
  • Modifications to the scaffolding may only be carried out by the scaffolding builder, and the scaffolding must be inspected again after the modification.
  • A scaffolding inspected for commissioning must have a signed scaffolding card with up-to-date information on the inspections.
  • The commissioning inspection is carried out by the scaffold builder and the scaffold customer or their representative.

Working platforms

  • A mobile work platform may only be used on a non-compacting platform and all wheels must be locked during use.

Ladders

  • Working from a ladder is prohibited. Work at height must be carried out using a suitable scaffold or personal hoist.
  • The A-ladder must not be used for work that requires force or where power tools are used.
  • Before using the A-ladder, it must be ensured that the legs of the ladder rest on a non-settling and level surface.

Restricting access of the work area

Lifting work, working from hights and other work that requires area restrictions must have sufficient site markings. Contractors must be equipped with a marking tape or fence. The use of plastic high-visibility tape outdoors is prohibited.Contractors must remove the area markings after the work has been completed and ensure that they are disposed of so that the boundary tapes, lines, cords or chains do not end up in the production process. The information of the company working in the restricted area must be indicated on the area restriction.

Tidiness and order

Tidiness and order are prerequisites for safe work. Once the work is completed, the contractor must remove from the worksite all temporary structures and scaffolding, installation equipment and waste and leave the area in a safe state.

Waste management

The contractor is responsible for sorting waste and delivering it to collection points. The work is complete when the final cleaning of the workstation is completed. Hazardous waste must be collected from other materials so that it does not cause a safety risk and the pollution of other materials into uselessness.

Drilling etc. Metal shavings caused by work must be removed by vacuuming to ensure product safety. Hazardous waste is separated, labelled and packaged appropriately and carefully.

Why is it worth sorting?

  • Waste in the wrong place can cause chemical reactions
  • Saves the environment
  • Material can be reused
  • Waste can be processed into energy
  • Makes economic sense

During shutdowns and construction/project sites, sorting points are increased as needed and emptied more often than usual. The exact location of the sorting points will be indicated at each site before the start of the work. If Stora Enso has to clean the workstation after the contractor, the cleaning will be invoiced to the contractor.

 

Safety observations

In order to prevent dangerous situations and accidents, everyone working in the mill site should report any safety risks observed. Accidents and near misses must be reported immediately to the person ordering the work.

Preparing for emergency situations

The Oulu Mill is a safety principle document plant. See the safety bulletin of the Oulu plant

The Oulu Mill uses text messages in exceptional situation communication. We use the phone numbers provided in connection with the Zeroni application. 

In the event of an accident

Before starting work, familiarize yourself with the area's emergency showers, eyewash points, the location of defibrillators, gas shelters and assembly points. The supplier must have enough of their own first aid equipment and people trained in first aid at the site. At least one person in each working group must have first aid training.

If an accident occurs:

                1. Assess the situation and prevent it from getting worse.
                2. Call the emergency number 112.
                3. Close the phone only after receiving permission.
                4. Notify the  security officer at +358 (0) 40 507 3919 so that they can direct help to the right destination.
                5. Guide help to the destination.
                6. Notify the customer's representative.

Stora Enso investigates all accidents that occur in the area.

Fire

  1. Hot work must have a minimum of first-aid extinguishing equipment and protective equipment with them.

Gas hazard

  1. The contractors must have the personal protective equipment (incl. multi-gas meters) required to the work.
  2. Before starting the work, the fire and rescue instructions for the area must be familiarised.
  3. Before starting work, familiarize yourself with the area's emergency showers, eyewash points, the location of defibrillators, gas shelters and assembly points.

What to do in the event of a fire, chemical accident or other hazard

Always ensure your own safety first before taking any action.
                1. SAVE people in danger and take the necessary preventive measures without endangering your own safety.
                2. ALARM by pressing the nearest fire alarm button and make sure by calling 112. If you are using the 112 info app, call through it.
                                • Provide your name and the exact address of the property (nearest door number and floor) on the phone.
                                • Provide a short description of the incident and tell us if an ambulance is needed.
                                • Close the phone only after receiving permission.
                                • Notify the factory safety supervisor, tel. +358 (0)40 507 3919 so that they can direct help to the right destination.
                3. LIMIT the threat by closing doors, windows, and hatches. Turn off the air conditioning. The use of the elevator is prohibited.
                4. WARN others of danger.
                5. GUIDE help  to the site and provide a situation report.
                6. NOTIFY the customer's representative immediately.

Damage and safety observations must always be reported to the work supervisor.

    5. Guide help to the scene.

    Stora Enso will investigate all accidents in the area.

Fire

  • Firefighters must carry minimum firefighting equipment and protective equipment.

Gas hazard

  • The contractor must have with them the personal protective equipment and multi-gas detectors required in the mill site.
  • When starting work on the site, they must be familiar with the fire and rescue instructions for the area.
  • Before starting work, familiarise yourself with the emergency showers, eyewash points, location of defibrillators, gas shelters and assembly areas in the area.
     
    In the event of a fire, chemical spill or other hazard
    Always ensure your own safety before taking any action.
    1. RESCUE people at risk and take the necessary countermeasures without endangering your own safety.
    2. ALERT by pressing the nearest fire alarm button and confirm by calling 112. If you have the 112 info app, use it to call.
    - In the phone, give your name, the exact address of the object (nearest door number and floor).
    - Give a brief description of the incident and tell them if an ambulance is needed.
    - Do not hang up until you have permission.
    - Notify the Mill Protection Supervisor on +358 40 507 3919.
    3. LIMIT the threat by closing doors, windows and hatches. Stop the air conditioning. Do not use the lift.
    5. GUIDE emergency services to the scene and give a status report.
    6. INFORM to the contractor's representative immediately.

Always inform work supervisor in case of accidents and safety observations.
